HKHAWS 23-24 Circular No. 2 - WL 23-24 Club Registration, Fees & 1st Convenors' Meeting
Dear Convenors,
Please find attached the official letter of invitation for the HKHAWS 2023/24 Winter League. The Winter League commences on 16th September, 2023.
1. Experimental Bye-laws
Women’s hockey in Hong Kong is facing an unprecedented challenge of continuous decline in player numbers and clubs. After speaking with club representatives in different divisions on possible solutions, the WS is introducing Experimental Bye-laws on Player Registration to be implemented for an initial 2-year period. The Key Points of the Proposed Competition Bye-laws Changes are attached to this email. The Bye-laws are being drafted and will be circulated once available.
In essence, each team shall have 9 Core Players made up of their strongest players. The remaining players shall be the ‘Non-Core Players’. The Core Players are tied to their registered team and can only play one match per match day. The Non-Core Players may play two matches per match day (doubling up), one for their registered team and one for the team named immediately above or below.
Single Teams may also benefit from this Experimental Bye-law by forming an alliance with another single team club. As mentioned, the aim of this Experimental Bye-law is to prevent further loss of clubs and teams. As such, in order to prevent the manipulation of this to create unfair advantages, a series of restrictions will be put into place. Please refer to the attached Key Points for more details. The WS reserves the right to amend the Bye-laws as it deems necessary.
2. Fees
There is a 5% increase for the first time since 2018/19 season in administration fees, bringing the amount up to $11,550. The details are included in the attached Invitation to Register.
3. No Play Dates
We cannot guarantee that No Play dates can be accommodated but we will try our very best to do so. You may nominate one Saturday date (one mid-week date for Veterans) for 2023 and 2024 respectively. Please advise your No-Play date by 7 Aug 2023 in your club registration email to nortonleung@hockey.org.hk. Submission of no play dates will not be accepted after this date.
4. Club Convenors’ Meeting
There will be a Club Convenor’s meeting on Thursday, 31 August 2023 at 7:30pm. It is important that you (or a representative) attend this meeting. Details on the format of the meeting will be sent under a separate cover together with the Convenors’ & Captains’ Notes.
