BYE-LAW 1 - NAME & AUTHORITY

1.1 The Section shall be called the Hong Kong Hockey Association - Veterans Section, herein after referred to as the HKHAVS
1.2 The Bye-Laws of the HKHAVS are formulated under the authority of Rule 3 of the HKHA
1.3 The Bye-Laws of the HKHAVS, and any amendment, are to be approved by the HKHA Council before implementation.

BYE-LAW 2 - OBJECTIVES
2.1 The objectives of the HKHAVS are to;

(a) foster and promote, in co-operation with the HKHA, the playing of Veterans Hockey in Hong Kong.
(b) control and supervise all Veterans Hockey in Hong Kong.
(c) maintain an up-to-date register of all Veterans players in HK
(d) generally do all such lawful acts or deeds which will promote further the interests of Veterans Hockey in HK.

BYE-LAW 3 - OFFICIALS & COMMITTEE MEMBERS

3.1 Officials will consist of the Chairman, Secretary, Treasurer and other Committee Members as defined in 3.2
3.2 The HKHAVS shall be governed by a Committee consisting of a Chairman, Secretary, Treasurer, Team Captains and any such persons who may from time to time be co-opted to the HKHAVS Committee for prescribed duties.
3.3 All Officials & Committee Members shall be elected at the HKHAVS AGM. Such Officials & Members shall retire annually but may stand for re-election.
3.4 Every Officer shall be indemnified by the association against (and it shall be the duty of the Council out of funds raised by the association to pay) all costs, losses and expenses which any Officer may incur or become liable to in respect of any act or deed done by them as such Officer in the discharge of their duties, on condition that such act or deed has received approval of the Committee and is otherwise within the powers granted pursuant to these Bye-laws.

BYE-LAW 4 - MEMBERSHIP.

4.1 To become affiliated to the HKHAVS a player must have paid to the HKHAVS an annual affiliation fee which has been approved by the Committee, such fee to be paid for the current HKHA year regardless of the joining date.
4.2 Any such player also agrees to be bound by the Rules, Bye-Laws and Regulations of the HKHA, HKHAUS & HKHAMS.
4.3

"To become affiliated to the HKHAVS as a social member, a former player or any other person must have paid to the HKHAVS an annual affiliation fee, as approved by the Committee and such fee to be paid for the current HKHA year regardless of the joining date. The social member agrees to be bound by the Rules, Bye-Laws and Regulations of the HKHA, HKHAUS & HKHAMS."

BYE-LAW 5 - COMMITTEE MEETINGS.

5.1 The quorum for Committee Meetings shall be four members.
5.2 The HKHAVS Committee shall meet as deemed necessary for the dispatch of business, adjourn and otherwise direct their meetings as they see fit . Matters arising shall when necessary be decided by majority vote. In the case of equal votes, the Chairman of the Meeting shall have a second or casting vote.
5.3 In the absence of the elected Chairman, the Committee shall chose any one of their number as Chairman for that particular Committee Meeting.
5.4 Any Sub-Committee so formed shall report to the Committee & shall obtain HKHAVS Committee’s prior approval for any expenditure.
5.5 The HKHAVS Committee shall have the power to fill any casual vacancy which may occur among its members.

BYE-LAW 6 - POWERS OF HKHAVS COMMITTEE

6.1 The Committee shall have power to act in any manner which is consistent with these Bye-Laws including, but not limited to the making, amending or deleting of HKHAVS Bye-Laws. Such Bye-Laws shall be submitted to, and be approved by, the HKHA Council before implementation.
6.2 Decisions of the HKHAVS Committee in interpreting the general wording of any Bye-Law, or dealing with any matter not provided for in these Bye-Laws, shall be confirmed by the HKHA Council as soon as practical.

BYE-LAW 7 - GENERAL MEETINGS

7.1 The HKHAVS shall in each year hold an Annual General Meeting [AGM] which shall be held in HK no later than the 31st July . The purpose of the AGM shall be to;
(a) Confirm the Minutes of the last AGM and any other General Meetings held in the intervening period.
(b) Consider any matters arising there from.
(c) Receive, consider and approve the Income & Expenditure Accounts & the Balance Sheet for the period ending 31st March of the current year.
(d) Elect Committee members for the ensuing year in accordance with these Bye-Laws;
(e) Receive Reports from the Chairman & Team Captains on the past HKHAVS playing season’s activities.
(f) Consider any other business of which due notice has been given or is raised in due form by an affiliated HKHAVS player.
7.2 The Secretary of the HKHAVS shall give at least fourteen days written notice of any General Meeting to all Affiliated Players and all HKHA Council Members, and shall specify the date, time & place.
7.3 The accidental omission to give notice of a meeting to any person entitled to receive such notice shall not invalidate the proceedings of that meeting.
7.4 Nominations for Officials of the HKHAVS should be submitted in writing to the Secretary, HKHAVS at least 7 days before the AGM. Only if there are insufficient nominations submitted will nominations, duly proposed & seconded, be accepted from the floor. Where there are more nominations than positions to be filled, the election of that post shall be conducted by paper ballot.
7.5 All General Meetings other than the AGM shall be called Extraordinary General Meetings [EGM’s]. An EGM may be convened by the HKHAVS Committee whenever necessary or upon a request by at least 10 affiliated members to that effect to the Secretary, HKHAVS.
7.6 Each affiliated member of the HKHAVS, all fees & dues having been paid, shall be entitled to attend all EGM’s & the AGM. Each member to have one vote. Where there is an equality of votes taken the Chairman shall be entitled to a second or casting vote. Only those members present shall be entitled to vote.
7.7 The Chairman of the HKHAVS shall preside as Chairman at any General Meeting. If for any reason he is unable or unwilling to attend such a Meeting then the presiding HKHAVS Committee members shall elect one of their number to be Chairman of the Meeting.

BYE-LAW 8 - MINUTES

8.1 The Secretary of the HKHAVS or his nominee or any individual appointed by the HKHAVS Committee in his place shall take minutes covering resolutions and proceedings of all meetings of the HKHAVS Committee and all General Meetings.
8.2 The Chairman of the meeting’s signature shall be conclusive evidence of the correctness of the Minutes.
8.3 Such Minutes shall be made available upon demand to those persons entitled to view them.

BYE-LAW 9 - ACCOUNTS

9.1 The books of accounts of the HKHAVS shall be kept by the Treasurer of the HKHAVS. All receipts shall be deposited into a bank account in the name of the ‘HKHA-Veterans Section’. All cheques drawn thereon shall be signed jointly by any two of the elected Treasurer, Secretary & Chairman.
9.2 The Treasurer shall present a Balance Sheet of all HKHAVS Finances for the previous year to the HKHAVS Committee and to the AGM.

BYE-LAW 10 - MISCONDUCT, COMPLAINTS AND APPEALS

10.1 All officials, players & spectators affiliated to the HKHAVS participating in or at hockey games held under the auspices of the HKHA shall be governed by the;
(a) The Rules of Hockey from time to time made by the Hockey Rules Board of the International Hockey Federation.
(b) Rules of the HKHA; and
(c) Bye-Laws of the relevant Section of the HKHA
10.2 All cases of misconduct shall be dealt with in accordance with Rule 13 of the HKHA. Furthermore the HKHAVS Committee may if it feels necessary impose any further penalty, excepting financial, which it feels is warranted.
10.3 All appeals should in the first instance be directed to the HKHA & copied to the Chairman HKHAVS. Any appeal against penalties imposed under this Bye-Law should be placed in writing, submitted within 7 days and directed to the Chairman HKHAVS. The Chairman’s decision shall then be final.

BYE-LAW 11 - FEES AND OUT OF POCKET EXPENSES

11.1 Expenses as approved by the HKHA Council and the HKHAVS Committee are permitted. The amounts and types shall be duly recorded and receipts kept.

BYE-LAW 12 - GAMES, TEAMS AND UNIFORMS

12.1 Games: All games of hockey played under the auspices of the HKHAVS shall be governed by these Bye-Laws.
12.2 Teams: Teams representing the HKHAVS shall if playing in games sanctioned by the HKHAMS or HKHAWS be composed of players duly registered and qualified under these Bye-Laws .
12.3 The HKHAVS shall attempt to register each season sufficient teams to meet the expectations of affiliated members. The strongest Team, based on talent, experience and fitness will be called the ‘A’ Team. The B, C., etc. teams will follow in order of strength based upon player criteria.
12.4 Uniform: Teams will play in the shirt, shorts and sock colours stated on the HKHAMS or HKHAWS application form, and be bound by the Bye-Laws thereof. It is incumbent on all players to wear a playing uniform which promotes the image of the HKHAVS and sets an example to all other Teams.
12.5 Umpires: It is the responsibility of Teams designated to provide Umpires by the HKHA to ensure that their nominated umpires attend to officiate at games allocated to them.

BYE-LAW 13 - FINES AND FINANCIAL COMMITMENTS.

13.1 Fines: Each Team Captain shall be responsible for any fines imposed on his team which is in contravention of the Second Schedule, HKHAMS Bye-Laws. Attention is drawn to Bye-Law 10 of the HKHAVS Bye-Laws. All payments should in the first instance be made to the ‘HKHA- Veterans Section’ who will settle outstanding amounts when necessary. Similar requirements pertain to HKHAWS requirements.
13.2 Commitments: The HKHAVS Treasurer will pay to the HKHA, the HKHAMS and the HKHAWS such Administration, Player Registration and additional Fees as is required before the start of each playing season. All outstanding fees & dues shall also be settled.

BYE-LAW 14 - FINANCE GENERAL

14.1 The HKHAVS Committee shall operate its own bank account[s] and shall ensure that all cheques drawn on such bank account[s] are signed by any two of the following signatories; Chairman, Secretary or Treasurer of the HKHAVS

BYE-LAW 15 - TOURS & REPRESENTATIVE FIXTURES.

15.1 The Secretary, HKHAVS shall give due notice to the Honorary Secretary General of the HKHA of any planned Tours or Fixtures in or outside Hong Kong in which it is proposed that HKHAVS Team or Teams propose to participate and shall seek HKHA Council approval together with any Letters of Approval thereby required.

BYE-LAW 16 - PERSONAL LIABILITY.

16.1 The HKHAVS cannot accept liability for any accident, injury - accidental or deliberate, personal loss or misfortune, medical expenses or personal liability claims arising from, or as a result of, playing for or representing the HKHAVS in any capacity, at any time or place. To this end all affiliated players are strongly advised to obtain personal sports insurance.
