(File updated) HKHAWS 15-16 Circular No. 27 - Annual General Meeting 2015-2016

Dear Convenor,

We are aiming to align, as much as possible, the HKHAWS's competition bye-laws with those of the HKHAMS. Please find attached the proposed new Competition Bye-laws with the amendments listed below. The key points include:

•       Minimum number of players per team.
•       Use of Team Player Lists.
•       Removal of automatic registration of a player playing two consecutive games with a higher team.
•       Removal of need for separate squad lists for knock-out tournaments and league matches, subject to restrictions on player movements.
•       Team Captains will be held accountable for fielding ineligible players – see potential suspensions under the second schedule.

We will be discussing these main points at the AGM tonight. Please respond with comments within 14 days after which we will finalise the bye-laws for the 2016/17 season.

Updated agenda, WS AGM 14/15 minutes and List of Nominations for 16/17 are also attached.

1.	Definitions	Tidying up changes.
2.	Authority of HKHA Women’s Section Committee	Tidying up changes.
3.	Alteration to the Competition Bye-laws of the HKHAWS	Tidying up changes.
4.	Teams	4.1 – increasing minimum number of players to be registered per team given number of games with less than 11 players – this is aligned with the MS. Tidying up changes.
5.	Player Registration	Align with MS.
6.	Visiting Players	Tidying up changes. 6.4-6.6 – align with MS.
7.	Player Movement	Align with MS – removal of restriction on two consecutive games & removal of need to register new player lists for knockout tournaments but relying on relevant player movement rules.
8.	Player Transfer	Tidying up changes.
9.	Team Uniforms	Tidying up changes.
10.	League Organisation	Tidying up changes & alignment with MS by inclusion of a preseason consultation between the committee and teams in the Premier Division.
11.	League Matches	Align with MS and tidying up changes.
12.	Postponements/Cancellations/Abandonments	Align with MS.
13.	Captains’ Responsibilities	No amendments but note accountability of Team Captains under the Second Schedule.
14.	Match Cards	Align with MS. This caters for Team Player Lists. Future amendments will be made once it is confirmed that electronic match cards will be used for matches of the HKHAWS.
15.	Domestic Tournaments	Tidying up changes.
16.	Misconduct, Complaints and Appeals	Align with MS and tidying up changes.
17.	Responsibility of Teams to Provide Umpires	n/a
18.	Advertising on Uniforms	n/a
19.	Charges &Levies	n/a
20.	Trophies	Tidying up changes.
21.	Unforeseen Events	n/a
Schedules
First	Fees	n/a
Second	Penalties and Fines	Additional penalties included with respect to potential suspensions of Team Captains in the event of breaches of bye-laws relating to registered players, visiting players and player movements) and late starts – consistent with the MS & updates with to cater for Team Player Lists.
Third	Yellow and Red Cards	Aligned with MS – amendments previously notified to convenors under HKHAWS 15-16 Circular No. 18 – Penalty point system.
