Coach Misconduct on Manipulation Game Result at Mini Hockey Tournament
The Hockey Hong Kong, China (HockeyHK) was extremely concerned and disappointed in receiving a complaint report regarding manipulation of game result by a club coach at the Kai Tak Mini Hockey Tournament on 9 December 9, 2023. The HockeyHK Council appointed a three person task force, led by a Vice President to investigate into the matter.
After the investigation, the task force found that Mr CHUNG Shun Hei, Sky, the coach in question responsible for Elite J10 team at the tournament, had taken action to influence, direct and instruct the players of Elite J10 team to deliberately lose a game in order to achieve a contrived outcome at the tournament. The task force was satisfied that because of his action, Mr CHUNG Shun Hei, Sky had violated Clause 11(g) of the HockeyHK Code of Conduct, which states that
11. Without prejudice to the generality of the foregoing, the following shall be regarded as conduct which is improper, unfair, and unacceptable:
(g) Fixing a game or trying to achieve a contrived outcome to a game or a competition, or influencing the outcome or any other aspect of a game or competition indirectly.
On the recommendation of the task force, the HockeyHK Council has endorsed the following punitive actions against Mr CHUNG Shun Hei, Sky with immediate effect.
i. Mr. CHUNG Shun Hei, Sky is de-registered from the Hong Kong Coach registration list;
ii. Mr. CHUNG Shun Hei, Sky is banned from re-registering to Hong Kong Coach registration list until 31 December 2024; &
iii. Mr. CHUNG Shun Hei, Sky is banned for all coaching activities including but not limited to, mini hockey tournaments, Men’s and Women’s League matches under the auspices of the Hockey Hong Kong, China until 31 December 2024.
